The Morning Report -- Monday January 20th, 2013

Obama Inaugurated, Inaugurated Once More -- Biden 'Proud to be President' -- Democrats To Pass a Budget -- A Harbaugh Day -- Gunman Kills 5 In NM -- Obama's 1st Term

PRESIDENT BARACK OBAMA WILL BE INAUGURATED FOR THE THIRD TIME TODAY

Coming off of a fresh victory over Republican challenger Mitt Romney President Barack Obama will step on stage to greet his third swearing in ceremony. As mandated by the 20th Amendment of the Constitution of the United States the President must be sworn in on January 20th. However because January 20th is a Sunday, and thus not the day of the planned inaugural ceremonies, the president was sworn in yesterday by Chief Justice John Roberts surrounded by his family and with a small contingent of press present. With today's ceremonies the president will be taking the oath a third time, counting his first inauguration and yesterday's ceremony. On a technicality one might even say that he will be sworn in for his fourth time. In January 2009 after his victory the president had to correct Chief Justice Roberts on stage while he administered the oath. Afterwards for good measure the two repeated the oath. VICE PRESIDENT JOE BIDEN MISSPOKE YESTERDAY SAYING HE WAS 'PROUD TO BE PRESIDENT'

Vice President Biden misspoke Saturday at an inauguration ball by saying he was proud to be “president” – causing speculation about whether it was a gaffe or a hint about his 2016 plans.

“I'm proud to be president of the United States,” the 73-year-old Biden said at the Iowa State Society inauguration ball.

The audience laughed and cheered before son Beau Biden, Delaware's attorney general, interrupted to say his father misspoke.

SENATE DEMOCRATS PROMISE TO PASS A BUDGET

Senator Chuck Schumer made headlines Sunday by promising that Senate Democrats will write and pass a full tax and spending bill by March 1st: the deadline for the next budget.
“It’s going to be a great opportunity for us because in our budget that we will pass, we will have tax reform, which many of my Republican colleagues like. But it’s going to include revenues,” Schumer said on “Meet The Press.”
Schumer's pledge could be an indicator that Senate Democrats plan on going along with House Republicans' soon to come offer to raise the Debt Ceiling for three months contingent on the Senate passing a budget. It had been speculated before that there would be little chance of a deal given that requirement from the House.

But such negotiations may raise a fairly obvious question: Why is passing a budget on time a point of contention in the first place? Isn’t this what Congress should be doing in the first place?

The reality is the budget has rarely passed on schedule, and the process has broken down in recent years as political polarization and angst over spending has surged on Capitol Hill.
Only four times in 30 years has Congress passed a budget on time. (1977, 1989, 1995 and 1997) The Washington Post has more

JIM AND JOHN HARBAUGH TO MEET AT SUPER BOWL XLVII

The two brothers Jim and John Harbaugh will collide for the second time in recent years but this time on a much bigger stage, the Super Bowl. Jim Harbuagh, coach of the San Francisco 49ers, and John Harbaugh, coach of the Baltimore Ravens, have long been anticipated match-ups by avid football fans. The anticipation has led already to a title for the Super Bowl: The HarBowl. While that name is sure to get old in the next two weeks as it's floated everywhere from Fox Sports to ESPN the history of the game will not. It will be the first time that two brothers have met and gone head-to-head at a Super Bowl in NFL history. Already records have been set with the Niners breaking the previous NFL record for largest comeback with a late game 17 point rebound to win over Atlanta. The Ravens beat out the Patriots, a rematch from last year where the Patriots proved victorious. The Super Bowl will be played on February 2.

A TEENAGE GUNMAN HAS KILLED 5 IN NEW MEXICO

A 15-year-old boy remained in custody Sunday night as detectives tried to piece together what led to the shooting of five people, including three young children, who were found dead in a New Mexico home.
The teenager was arrested on murder and other charges in connection with the shootings, which happened Saturday night at the home in a rural area southwest of downtown Albuquerque, said Lt. Sid Covington, a Bernalillo County sheriff's spokesman.
